Overview

Chang Gung University (CGU) is a research-focused private university in Taoyuan, Taiwan, closely connected to the Formosa Plastics Group and the Chang Gung Medical Foundation. CGU appears in major global rankings such as the QS World University Rankings 2023 and is ranked among the top 5 universities in Taiwan out of 151 institutions.

The university has four colleges – Medicine, Engineering, Management, and Intelligent Computing – and maintains a student–faculty ratio of about 11:1, with around 7,000 students, over 600 full-time faculty members, and more than 600 adjunct faculty members.

CGU offers a wide range of English-taught and Chinese-taught Master’s and Doctoral programmes and provides competitive scholarships to attract high-achieving international students. The CGU Scholarship for international Master’s and Doctoral students combines a tuition waiver (for Master’s level), a monthly stipend, on-campus accommodation, and extra merit-based funding for outstanding applicants.

Timeline

Below are the key dates for 2026 Fall and 2027 Spring admissions for international students.

The academic year starts on 1 August; the Fall semester usually begins in early September, and the Spring semester in mid-February. Each semester lasts 16 weeks.

2026 Fall Admission (all levels)

CGU runs two rounds of applications for the Fall 2026 intake:

First Round (Fall 2026)

  • Online application: 13 October 2025 – 5 December 2025
  • Departmental review: 22 December 2025 – 9 January 2026
  • Results announcement & admission letters: 30 January 2026
  • Reply deadline for admitted students: 6 February 2026
  • Classes start: early September 2026

Second Round (Fall 2026)

  • Online application: 15 December 2025 – 6 February 2026
  • Departmental review: 23 February 2026 – 13 March 2026
  • Results announcement & admission letters: 3 April 2026
  • Reply deadline for admitted students: 10 April 2026
  • Classes start: early September 2026

2027 Spring Admission (Master’s & PhD only)

The Spring 2027 intake is only for Master’s and Doctoral programs:

  • Online application: 3 August 2026 – 25 September 2026

Eligibility Criteria

This scholarship is open to international students who are admitted to CGU as international applicants (not as overseas compatriot, Hong Kong/Macao, or Mainland Chinese quota students). You must first meet CGU’s general admission rules and Taiwan’s Ministry of Education (MOE) regulations.

Nationality requirements

You are eligible if:

  1. You hold foreign nationality, have never held nationality of the Republic of China (R.O.C., Taiwan), and do not have overseas compatriot student status; or
  2. You have foreign nationality and you also fit the MOE’s rules for “Regulations Regarding International Students Undertaking Studies in Taiwan”, including:
    • If you currently hold both foreign and R.O.C. nationality, you must never have had household registration in Taiwan and must have lived outside Taiwan continuously for at least 6 years immediately before applying.
    • If you previously held R.O.C. nationality but have since renounced it, the renunciation must have been approved at least 8 full years before you apply, and you must have lived outside Taiwan continuously for at least 6 years immediately before applying.

“Residing overseas continuously” generally means you have not spent more than 120 days per calendar year in Taiwan.

Educational qualifications

  • A Bachelor’s degree is required for Master’s programmes.
  • A Master’s degree is required for Doctoral programmes.

If you studied in Taiwan previously as a foreign student:

Degrees from Mainland China

If you use a degree from Mainland China:

  • Your university must appear on the Taiwan MOE list of recognised Mainland institutions.
  • Your period of study must satisfy the MOE rules on recognising Mainland Chinese academic credentials.

Degrees from Hong Kong or Macao

If you use a degree from Hong Kong or Macao:

  • Your university must be on the MOE’s list of recognised Hong Kong or Macao institutions, or the specific programme/department must be recognised by the Hong Kong/Macao education authorities or the Hong Kong Council for Accreditation of Academic and Vocational Qualifications.
  • Your credentials must satisfy the MOE regulations for recognising academic records from Hong Kong and Macao.

Required Documents

All documents are submitted online (electronic files) via CGU’s application system.

1. Photo

  • A 2×2-inch photo in which your full face is clearly visible.

2. Passport or nationality document

  • A scan of the first two pages of your passport, or
  • A nationality certificate.
  • If you hold an Alien Resident Certificate (ARC) or another legal residence document for Taiwan, upload a copy as well.

3. Highest academic degree certificate

  • A copy of your highest diploma (e.g., high school, Bachelor’s, or Master’s), in English or Chinese.
  • If the original is in another language, provide a notarised translation into English or Chinese.
  • The diploma should be authenticated by a Taiwanese embassy or mission in the country where you studied.
  • If you will graduate soon, submit an official certificate of enrolment / expected graduation (in English or Chinese) plus a copy of your student ID card.
  • Applicants with a Bachelor’s degree or above from recognised Mainland Chinese universities must also submit the official certificate of degree conferral.

4. Academic transcripts

  • Official transcripts/mark sheets for your highest degree, authenticated by a Taiwanese embassy or mission in English or Chinese.
  • If your grades for all semesters are not shown on a single transcript, upload photocopies of all transcripts covering the full period of study.
  • If the original transcripts are not in English or Chinese, attach a notarised translation.

5. Recommendation letters

  • Two letters of recommendation (departments may have additional requirements).

6. Proof of financial support

You must show that you (or your sponsor) can cover at least 6 months of living costs in Taiwan:

  • Bank statements or remittance records in your own name, or
  • If supported by relatives, bank statements/remittance records plus proof of relationship (e.g., household registration, birth certificate, family book).
  • The minimum amount is the equivalent of USD 3,300.
  • If you already hold a scholarship, include the scholarship award letter stating the duration and amount.

7. Language proficiency certificate

You must provide valid language test scores (within 5 years) that meet the programme language:

For English-taught programmes:

  • GEPT: High-Intermediate Level – First Stage
  • TOEFL ITP: 500+
  • TOEFL iBT: 61+
  • FLPT-English: average score 65+
  • IELTS: band 5.0+
  • TOEIC: 600+
  • Linguaskill: 145+

The English test can be waived if:

  • your latest degree is from an English-speaking country, or
  • your latest degree was in an English-taught programme, or
  • you come from a country where English is an official language.

For Chinese-taught programmes:

  • TOCFL: Level 2 (A2) or
  • New HSK: Level 4

Chinese proficiency may be waived if:

  • your latest degree is from a Chinese-speaking country, or
  • your programme was Chinese-taught, or
  • you come from a country where Chinese is an official language.

8. Proof of payment (application fee)

  • Screenshot of the completed credit card payment or a remittance receipt for the application fee.

9. Other supporting documents

  • Evidence of awards, publications, or other academic/professional achievements.
  • If you already receive a Taiwan government scholarship, attach a copy of the award certificate.
  • If applicable, proof of R.O.C. nationality renunciation or Arrival–Departure records.

Important: After admission, you must submit authenticated original documents (diploma, transcripts, etc.) before enrolment, following the relevant MOE regulations for foreign, Hong Kong/Macao, or Mainland Chinese credentials.

Documents

Eligible Countries

There is no specific country list. Applicants from any country may apply as long as they meet Taiwan’s MOE definition of an international student and do not fall under the R.O.C. citizen or overseas compatriot categories.

In practical terms, this means:

  • You must not hold (or recently have held) R.O.C. nationality in a way that conflicts with the MOE’s “international student” rules.
  • Applicants with connections to Mainland China, Hong Kong, or Macao may still be eligible if they meet the residency and nationality conditions under MOE regulations.

Funding

Master’s

The Master’s scholarship is awarded for a maximum of 2 academic years (4 semesters), with benefits provided for 6 months per semester.

You may receive funding under one of the following schemes:

Scheme 1 – Fully sponsored by CGU

  • Monthly stipend: NTD 6,000
  • Tuition waiver: an amount equivalent to the tuition and miscellaneous fees or credit fees
  • Free on-campus accommodation (quad room)
  • Possibility of an extra NTD 2,000–12,000/month for outstanding students based on GRE Quantitative scores (see Details → Master’s)

Scheme 2 – Joint sponsorship by supervisor + CGU

  • Part-time Research Assistantship: NTD 6,000/month (paid by your supervisor)
  • Tuition waiver: an amount equivalent to the tuition and miscellaneous fees or credit fees (covered by CGU)
  • Free on-campus accommodation (covered by CGU)
  • Possibility of an extra NTD 2,000–12,000/month for outstanding students based on GRE Quantitative scores.

The tuition waiver under Scheme 2 is only confirmed after a potential advisor formally agrees to offer you a part-time RA position. It is strongly recommended that you contact potential advisors early about research assistantships before the application deadline.

Ongoing conditions (Master’s):

  • You must pass your advisor’s evaluation each semester.
  • You must take a Basic Chinese course during your first year.
  • You must maintain an average grade of at least 80% each semester.
  • Scholarships are awarded and reviewed each semester.
  • No scholarship is available beyond the normal 2-year study period.

PhD

The PhD scholarship is awarded for a maximum of 4 academic years (8 semesters), with funding provided 12 months per year.

Base PhD funding

  • Monthly stipend: NTD 30,000
    • Half is provided by your advisor (research assistantship).
    • Half is provided by CGU as matching support.

Extra merit funding

  • Up to NTD 12,000/month based on GRE scores or QS Top-500 previous university (see Details → PhD).

Tuition support

  • From the third academic year onwards, tuition fees are waived.
  • You only pay a credit fee of NTD 3,813 per semester.

Important notes (PhD):

  • The monthly stipend combines RA support from your advisor and CGU matching funds.
    • If your advisor stops providing RA funding, CGU will also stop its matching stipend until you find another advisor willing to support you.
  • If you satisfy scholarship criteria only after admission (e.g., you meet the GRE requirement later), you may claim scholarship payments retroactively, within the specified time frame and subject to quota.
  • Scholarships are reviewed every semester and will not be granted beyond the normal 4-year study period.
  • If you take a suspension, retain admission, withdraw, or fail to complete registration, the university may terminate your scholarship.
  • If you receive external funding for living expenses (for example, from a government project aimed at supporting outstanding PhD students), you cannot double-count living-expense scholarships. However, you may still receive awards that cover tuition and fees.

How to Apply

  1. Read the official guidelines
  2. Apply online
    • Go to CGU’s application portal: https://recruit-intl.cgu.edu.tw/
    • Create an account, confirm your email, set your password, and complete the online application form step by step.
  3. Choose your programmes
    • You may apply to up to two departments, graduate institutes, or programmes.
  4. Upload all required documents
    • Prepare electronic copies of all documents listed in the Required Documents section.
    • Upload them to the online system and ensure everything is submitted before the application deadline.
  5. Pay the application fee
    • Application fee: TWD 1,600 (around USD 50).
    • Unpaid applications will not be processed.
    • The fee is non-refundable under all circumstances, including when applying for CGU scholarships.
    • After payment, upload a screenshot or receipt of the completed transaction in the online system. Do not send cash.
  6. Submit your application
    • Double-check all information and documents.
    • Click Submit in the online system. Incomplete applications or those that do not meet the eligibility criteria will not be considered.

Important Notes

  • If you do not meet the scholarship criteria at the time of admission but meet them before the start of the second semester (e.g., you retake a language test or GRE), you may retroactively receive the scholarship for the first semester, depending on available quota (Fall admission: by 31 January; Spring admission: by 31 July).
  • You can apply to a maximum of two programmes in one application cycle.
  • Providing false, forged, or plagiarised documents (including academic credentials, financial statements, or test results) can lead to:
    • Cancellation of admission and scholarships,
    • Revocation of student status or degree, and
    • Possible legal consequences, even after graduation.
  • The Master Program in Nano-Electronic Engineering and Design (NEED) has its own specific scholarship rules. If you apply to this programme, make sure to check its dedicated scholarship information page separately.
  • Always check the latest CGU and MOE regulations before applying, as requirements and procedures may change.
