Overview

The MOFA Taiwan Scholarship is managed by Taiwan’s Ministry of Foreign Affairs (MOFA). Its goal is to support outstanding international students to study in Taiwan and strengthen international connections.

This scholarship is not available to applicants from mainland China, Hong Kong, or Macau.

You can use the scholarship for one of these two pathways:

  1. Pre-degree Mandarin Language Enrichment Program (LEP)
    • Up to 1 year at a Mandarin Training Center that is affiliated with a university/college accredited by Taiwan’s Ministry of Education.
  2. Degree study (Bachelor’s / Master’s / Doctoral)
    • You may apply to degree programs at Taiwanese institutions, but in-service programs are excluded.

Details

Study level(s) and maximum duration

  • LEP (Mandarin, pre-degree): up to 1 year
  • Bachelor’s: up to 4 years
  • Master’s: up to 2 years
  • PhD: up to 4 years

Important: The scholarship period must be continuous (no gaps). In total, it generally should not go beyond 5 years across programs unless MOFA approves otherwise.

  • Any field offered by eligible institutions (but in-service programs are not eligible).

Timeline

  • February: ROC (Taiwan) missions usually publish local application rules around this time.
  • Application window (in principle): Feb 1 → Mar 31 (actual dates depend on your mission).
  • By April 15: Missions send their preliminary evaluation + recommendation/waiting lists to MOFA.
  • By June 30: MOFA announces the final list of scholarship recipients.
  • By July 15: If selected, you must submit:
    • your admission letter, and
    • the signed “Terms of Agreement”
    • to the mission that handled your application.
  • Scholarship start date: the scholarship year starts August 1 of your first year.
    • If you arrive later than August, your benefits start from your month of arrival, but the end date does not move (no extension).

Eligibility Criteria

To be eligible, applicants must meet all of the following:

  • Have at least a high school diploma (or higher), strong academic record, good character, and no criminal record.
  • Not be a national of the Republic of China (Taiwan).
  • Not be an overseas compatriot student.
  • Not have previously studied in Taiwan at the same level (degree level or LEP) that you are applying for.
  • Not be an exchange student through a university cooperation agreement while receiving the scholarship.
  • Must not have had a previous ROC-government scholarship revoked by a government agency or relevant institution.

Language requirements

If your degree program is taught in Chinese:

  • You must submit proof of TOCFL Level 2 or higher.

If your degree program is taught in English:

  • You must provide one of the following:
    • a TOEFL transcript, or
    • another English certificate approved by your government, or
    • proof that you graduated from a program taught in English.
  • This is not required if your country’s official national language is English.
  • If you cannot provide documents due to special circumstances, the mission may assess your English via an interview or test.

Extra rule for LEP recipients (important):

  • By June of the year after arrival, LEP recipients must submit TOCFL Level 2 certificates for listening & reading.
  • If not submitted, the stipend can be suspended for one month.
  • TOCFL fees are paid by the student.

Required Documents

You submit your documents to the ROC (Taiwan) diplomatic mission responsible for your home country. Typical requirements include:

  1. Completed application form
  2. Passport copy (or other nationality proof)
  3. Highest diploma/certificate + full transcript
    • If issued outside Taiwan, it must be authenticated by a ROC (Taiwan) mission or sent directly by the issuing institution to the institution you plan to enroll in.
    • If the documents are not in Chinese or English, you must include a Chinese or English translation.
  4. Proof that you have applied to a Taiwanese university or its affiliated Mandarin Training Center (examples include an application receipt, submitted application form, or school reply).
  5. TOCFL Level 2+ proof (only for Chinese-taught degree programs).
  6. English proficiency proof (TOEFL / government-approved certificate / proof of English-taught graduation), unless your official national language is English.
  7. Any mission language interview/test result if required.
  8. Any additional documents required by the mission.

Important: If you don’t provide the required items by the mission’s deadline, your application may be rejected/not accepted.

Eligible Countries

This scholarship is primarily intended for students from countries that have diplomatic relations with Taiwan. However, students from other countries may still be considered under special arrangements.

It is not applicable to applicants from mainland China, Hong Kong, and Macau.

Funding

Monthly stipend

  • NT$28,000/month for LEP
  • NT$33,000/month for degree programs

Airfare

  • MOFA provides economy-class, one-way tickets for direct flights:
    • to Taiwan, and
    • from Taiwan (after completion).

Tuition & fees

  • Taiwanese universities/colleges may offer reduced tuition and miscellaneous fees, but this is not guaranteed and depends on the institution.

What students should budget for

Recipients are responsible for all other costs during their stay (living costs, extra academic fees, etc.). MOFA generally does not provide extra subsidies beyond the stipend and airfare.

How to Apply

  • Check your local ROC (Taiwan) mission website for the yearly scholarship announcement and local requirements (this may include extra documents, formatting, deadlines, etc.).
  • Apply separately to Taiwanese universities (or a Mandarin Training Center for LEP) and keep proof that you applied.
  • Prepare your scholarship file (application form, identity documents, diploma/transcripts with authentication/translation if needed, language proofs, proof of school application).
  • Submit your full application package to the mission within its deadline.
  • If you are selected, submit your admission letter + signed Terms of Agreement to the mission by July 15.
  • Arrive and enroll on time. The scholarship year begins August 1 (or from your month of arrival if you arrive later, without extending the end date).

Important Notes

  • You cannot receive this scholarship at the same time as another scholarship/subsidy offered by the ROC (Taiwan) government or a Taiwanese educational institution.
  • The scholarship must be used continuously (no breaks). If you don’t enroll on time without approval, you may be treated as having given up the award.
  • If you already had the Huayu Enrichment Scholarship, you cannot choose the LEP under this program.
  • Transfers:
    • Degree students may transfer once (department or institution).
    • LEP recipients are generally not allowed to transfer Mandarin Training Centers.
  • Academic performance matters: failing to meet minimum required averages can lead to stipend suspension, and repeated low performance can lead to disqualification.
  • Residency/document compliance: recipients may be disqualified if key requirements (like proper enrollment status and required residency documentation) are not met.
