
Every year, the Romanian Government – through the Ministry of Foreign Affairs (MFA) and the Ministry of Education – offers a number of scholarships to citizens of non-EU countries.
To qualify, applicants must have solid academic results: their final overall average at the most recently completed level of study must be at least 7 out of 10 in the Romanian grading system, or the equivalent of a “Good” grade where a different scale is used.

For Bachelor’s and Master’s degrees, the scholarship is offered only for programmes taught in Romanian, in order to promote Romanian language and culture. For PhD studies, applicants can study either in Romanian or in another language set by the doctoral school (for example English or French).
If you do not speak Romanian, you will normally attend a preparatory year of Romanian language before starting your degree. This preparatory year is also covered by the scholarship.

To keep the monthly stipend, students in Bachelor’s, Master’s and preparatory-year programmes must normally earn 60 ECTS credits per academic year; if they fall short, they may lose the monthly grant while retaining tuition funding (specific rules depend on the university and national regulations).
