Overview

Every year, the Romanian Government – through the Ministry of Foreign Affairs (MFA) and the Ministry of Education – offers a number of scholarships to citizens of non-EU countries.

To qualify, applicants must have solid academic results: their final overall average at the most recently completed level of study must be at least 7 out of 10 in the Romanian grading system, or the equivalent of a “Good” grade where a different scale is used.

Scholarship candidates may choose almost any field of study except:

  • Medicine
  • Dental Medicine
  • Pharmacy

For Bachelor’s and Master’s degrees, the scholarship is offered only for programmes taught in Romanian, in order to promote Romanian language and culture. For PhD studies, applicants can study either in Romanian or in another language set by the doctoral school (for example English or French).

If you do not speak Romanian, you will normally attend a preparatory year of Romanian language before starting your degree. This preparatory year is also covered by the scholarship.

Exemptions from the Romanian language preparatory year

You do not need the preparatory year if you meet one of the following conditions:

  1. You hold Romanian-language study documents (diplomas or certificates), or study records proving at least four consecutive years of education in Romanian at a school or institution in the Romanian national system.
  2. You pass a Romanian language test for university admission, organised according to current regulations.
  3. You present a certificate of Romanian language competence at minimum B1 level, issued under the official rules.

Study cycles covered

You can apply for one of the following three cycles at an accredited Romanian university:

  • Bachelor’s degree
    • For high-school or pre-university graduates who hold a baccalaureate diploma or equivalent, or who want to continue university studies in Romania.
    • Full programmes usually last 3–6 years, depending on the field, and end with a Bachelor’s examination.
  • Master’s degree
    • For holders of a Bachelor’s degree.
    • Programmes last 1, 1.5 or 2 years and are completed with a dissertation defence.
  • PhD
    • For graduates with a Master’s degree or equivalent.
    • Doctoral programmes run for 3–5 years, depending on the faculty profile, and conclude with the defence of a PhD thesis.
    • To be admitted with a scholarship, you must obtain the written agreement of a doctoral supervisor (Doctoral Tutor) who belongs to the doctoral school before applying, and you must pass the admission interview.

  • Academic year start:
    • In Romania, the academic year usually begins on 1 October. Exact semester dates are set individually by each university under university autonomy rules.

Eligibility Criteria

Scholarships are awarded through a file-based competition, according to the rules in force, and are managed by the Ministry of Foreign Affairs and the Ministry of Education.

Who can apply?

The programme is open to foreign citizens from non-EU countries, except the following categories:

  • Persons of Romanian origin or belonging to Romanian historical communities in neighbouring countries (they are eligible for other scholarship programmes);
  • Individuals who have requested or obtained a form of protection in Romania;
  • Stateless persons whose stay in Romania is officially recognised under the law;
  • Members of the diplomatic and consular corps and their family members accredited to Romania;
  • Members of the administrative and technical staff of diplomatic missions and consular offices accredited to Romania;
  • Staff of international organisations headquartered in Romania and their family members;
  • Those who are already receiving a scholarship from the Romanian state for the same level of study.

Who qualifies?

To be eligible, an applicant must:

  • Submit a complete application file;
  • Hold study documents issued by accredited / recognised institutions in the country where they were obtained;
  • Respect the official application period and submit everything before the deadline;
  • Have good academic results – at least 7 (on a 1–10 Romanian scale) or the equivalent “Good” grade at the last completed level of education;
  • Follow the official methodology for submitting the application.

Additionally, scholarships are not available in Medicine, Dental Medicine or Pharmacy, as noted above.

Required Documents

All applications are submitted online through the Study in Romania platform. Each candidate must create an account, complete all required fields and upload the documents below:

Basic documents (for all applicants)

  • Diplomas obtained (baccalaureate or equivalent, plus Bachelor’s, Master’s, or PhD diplomas where relevant), together with authorised translations into English, French, Spanish or Romanian when needed.
  • Transcripts of records for all completed studies, with authorised translations into English, French, Spanish or Romanian if required.
  • Birth certificate (or equivalent civil-status document) plus authorised translation into English, French, Spanish or Romanian, where applicable.
  • Passport (first three pages) or national identity document, plus authorised translation into English, French, Spanish or Romanian, where applicable.
  • Curriculum Vitae (CV) written in English or French.
  • For PhD applicants:
    • A letter of intent that includes a list of scientific works, publications and other academic achievements, and a detailed description of the proposed research project;
    • The written agreement of a doctoral supervisor (tutor) who is a member of the chosen doctoral school.
    • Both documents must be written in English, French or Romanian.

Additional documents (only for applicants in specific situations)

  • Proof of name change, if applicable (e.g. marriage certificate), with authorised translation if needed.
  • A certificate confirming you have passed the baccalaureate, Bachelor’s or Master’s examination (for graduates who do not yet have the diploma), plus authorised translation.
  • A certificate for final-year students confirming that they will take the graduation exam at the end of the current school/university year, plus authorised translation.
  • A current transcript for final-year students, showing all grades up to the point of application, plus authorised translation.
  • Certificate of completion of the Romanian language preparatory year, or a Romanian language competence certificate (if applicable).
  • A notarised declaration of parental consent (and authorised translation) for candidates who will not yet be 18 on the date courses start.

Important: All documents must be scanned individually from the originals and saved in PDF format before uploading.

Eligible Countries

The scholarship is open to all non-EU countries. Citizens of EU member states are not eligible for this programme.

Funding

The scholarship – including the preparatory year, where relevant – provides:

  • Coverage of tuition fees, both for the Romanian language preparatory year and for the actual degree programme (within the normal duration of each study cycle);
  • Subsidised accommodation in student dormitories, financed via the Ministry of Education budget within the available subsidy (accommodation is offered subject to available places, and scholarship holders must contact the host university to confirm conditions);
  • A monthly financial allowance (scholarship), granted according to current Romanian legislation for the relevant level of study.

These benefits apply:

  • During the preparatory year (for students enrolled in Romanian language courses);
  • During Bachelor’s and Master’s studies, throughout the academic year and official holidays except the summer break (unless students must stay for curricular activities or other legal reasons);
  • For full-time PhD students, throughout the calendar year, plus an extra 30 days after completing at least one year of study.

To keep the monthly stipend, students in Bachelor’s, Master’s and preparatory-year programmes must normally earn 60 ECTS credits per academic year; if they fall short, they may lose the monthly grant while retaining tuition funding (specific rules depend on the university and national regulations).

How to Apply

The scholarship application must be submitted only through the official online platform – applications sent in any other way are automatically rejected.

  1. Create an account on the Study in Romania platform
  2. Complete your online profile and upload documents
    • Fill in all required personal, academic and contact information.
    • Upload each required document separately in PDF format (diplomas, transcripts, ID/passport, birth certificate, CV, PhD documents, and any additional documents that apply to you).
  3. Confirm consent for data processing
    • For your registration to be valid, you must accept the personal-data processing agreement by signing the GDPR declaration within the platform.
  4. Submit your application file before the deadline
    • Once you have checked that all information and documents are complete and correct, submit your application online no later than 12 March 2025.
    • Applications sent by email, post, or directly to the MFA, Ministry of Education, Romanian embassies, or foreign embassies in Bucharest will not be considered.

Important Notes

For candidates who are selected:

  • The Ministry of Education issues a “Letter of Acceptance for Studies in Romania”. This document states whether you must complete a Romanian language preparatory year and names the university/universities where you will study.
  • The original letter is sent by the Ministry of Foreign Affairs directly to the host university.
  • The Letter of Acceptance is required both to:
    • apply for a long-stay study visa, and
    • enrol at the university. A scanned copy can be downloaded by the student
  • If your first-choice university cannot be confirmed, the Ministry of Education may propose an alternative programme in the same field, depending on available places. Requests made later to change the field of study or the university will not be accepted.
  • After receiving the Letter of Acceptance, you must respond via the platform within the given deadline, stating whether you accept or decline the scholarship. If you accept, you must immediately start the visa application process.
  • Once you accept the scholarship, it is your responsibility to contact the host university to find out the exact enrolment steps and deadlines (additional documents, any aptitude tests, registration dates, etc.).
  • Scholarship holders must also:
    • respect the Romanian Constitution and laws,
    • follow the internal rules of their university, and
    • present a medical certificate (with translation where needed) confirming they are fit for studies and free of contagious diseases at the time of enrolment.
