Overview

  • Government scholarship managed by Taiwan’s Ministry of Foreign Affairs (MOFA) to attract excellent international students and deepen bilateral relations. Not open to applicants from mainland China, Hong Kong, or Macau.
  • Two study pathways:
    1. Pre-degree Mandarin Language Enrichment Program (LEP) — up to 1 year at MOE-accredited Mandarin Training Centers.
    2. Degree studyBachelor’s, Master’s, or Doctoral programmes (in-service programmes are not eligible).

Timeline

  • General window (in principle): 1 Feb → 31 Mar each year; the exact dates are set by your local ROC (Taiwan) diplomatic mission.
  • Missions submit preliminary results to MOFA by 15 Apr; final recipients announced by 30 Jun.
  • Admission letter + signed Terms of Agreement due by 15 Jul.
  • The scholarship year begins 1 Aug of the first study year. If you arrive after August, benefits start from the month of arrival (the end date does not extend).

Eligibility Criteria

Applicants must:

  • Be a high-school graduate or above, with good academics, good conduct, and no criminal record.
  • Not be an ROC (Taiwan) national and not an overseas compatriot student.
  • Not have previously studied in Taiwan at the same level as the program now sought.
  • Not be an exchange student under an inter-university agreement while receiving the scholarship.
  • Not have had a prior ROC-government scholarship revoked.

Language requirements

  • Chinese-taught degree programmes: TOCFL Level 2 (listening & reading).
  • English-taught programmes: TOEFL or other official English-proficiency proof, or graduation from an English-medium programme (waived if the applicant’s official national language is English). Missions may conduct a language interview if paperwork cannot be provided.
  • LEP recipients: by June of the year after arrival, submit TOCFL Level 2 (listening & reading) or face one month stipend suspension. TOCFL test fees are paid by the recipient.

Required Documents

Submit to the responsible ROC (Taiwan) diplomatic mission:

  1. Completed application form.
  2. Passport (or nationality proof).
  3. Highest diploma/certificate and full transcripts (authenticated or sent directly by issuing school; with Chinese or English translations if originals are in other languages).
  4. Proof of application to a Taiwan institution / Mandarin Training Center (e.g., fee receipt, submitted app, school reply).
  5. TOCFL Level 2+ for Chinese-taught programs.
  6. TOEFL / English proficiency proof (or proof of graduation from English-medium program; not needed if applicant’s official national language is English).
  7. If needed, mission-administered language assessment.
  8. Any other documents requested by the mission.

Eligible Countries

All countries may apply, except China, Hong Kong, and Macau.

Funding

  • Monthly stipend: NT$28,000 (LEP) / NT$33,000 (degree).
  • Airfare: One-way economy-class ticket to Taiwan and one-way economy-class return ticket after completion (i.e., inbound and outbound are both covered).
  • Tuition & fees: Universities/colleges may offer reduced tuition/miscellaneous fees (not guaranteed).
  • All other living/academic expenses are covered by the recipient; MOFA generally offers no additional subsidies.

How to Apply

  • Check your local ROC (Taiwan) mission’s annual call (usually published in February)
  • Apply to Taiwan institutions and collect proof of application
  • Prepare all required documents (authentications/translations as needed; language proofs)
  • Submit the complete scholarship application to the mission within its stated window
  • If selected by MOFA, submit admission letter + signed Terms of Agreement by July 15 and enroll on time (award starts Aug 1 of the first year)

Important Notes

    • You cannot hold another Taiwan government-funded award at the same time (e.g., MOE, MOST, or Huayu Enrichment Scholarship).
    • The scholarship must be used continuously each academic year; deferrals or gaps without MOFA’s consent cause automatic cancellation.
    • Only one programme transfer (between departments or institutions) is allowed during the award period, and it requires MOFA’s prior approval.
