Overview

The TaiwanICDF International Higher Education Scholarship Program is a fully funded scholarship that supports international students from selected partner countries to pursue undergraduate, master’s, and PhD studies in Taiwan. It is implemented together with a group of Taiwanese universities under the Taiwan International Cooperation Alliance (TICA).

All programs are taught in English and are designed to match the development needs of partner countries. The idea is that students gain practical, relevant knowledge in Taiwan and then apply it back home to support sustainable national and socio-economic development.

In 2026, there are 32 degree programs available across fields such as agriculture, engineering, public health, management, and more.

Details

  • You apply to one program at one TICA university per year (you can’t apply to multiple TICA programs at the same time).
  • The TaiwanICDF scholarship and the university admission are related but not the same decision. Getting admitted by a university does not automatically mean you received the TaiwanICDF scholarship.

Timeline

  • Application system opens: December 1, 2025
  • Deadline to submit the TaiwanICDF online application: March 15, 2026 (applications must be completed by this date).
  • First review (ROC (Taiwan) embassies/offices): they review applications against eligibility and selection criteria and send a list of recommended candidates to TaiwanICDF, by around March 31 each year.
  • Second review (Joint Recruitment Committee): TaiwanICDF and partner universities jointly review recommended candidates.
  • Final results / scholarship announcement: TaiwanICDF publishes the list of scholarship recipients no later than around June 10, 2026.
  • Start of studies: Scholarships are offered only for fall semester admission; there is no spring intake.

Eligibility Criteria

Applicants must:

  • Hold citizenship of a country on the official “List of Countries Eligible for TaiwanICDF Scholarship” and meet any additional criteria set by their own government or country.
  • Not be a national of the Republic of China (Taiwan) and not be an overseas compatriot student.
  • Meet the admission requirements of the specific partner university and program they apply to under the TaiwanICDF Scholarship.
  • Be able to meet all requirements for a Resident Visa (Code: FS) and an Alien Resident Certificate (ARC) set by Taiwan’s authorities; TaiwanICDF may revoke the scholarship if visa/ARC requirements cannot be met.
  • Not hold any other Taiwan government-funded scholarship (e.g., MOE or other ROC-sponsored awards) in the same academic year the TaiwanICDF scholarship is supposed to begin.
  • Not apply for a TaiwanICDF scholarship in uninterrupted succession: applicants who have previously held TaiwanICDF, MOFA Taiwan Scholarship, or MOE Scholarship must have graduated before July 31, 2025 to be eligible for the 2026 round.
  • Be able to provide their highest-level diploma by July 31, 2026; if they cannot obtain it by that date, they should apply for the following year instead.
  • Have never had a Taiwan government scholarship revoked and have not been expelled from any university in Taiwan.

Required Documents

  1. TaiwanICDF Online Application
    • Complete the TaiwanICDF Scholarship Online Application during the official application period (December 1, 2025 – March 15, 2026).
    • All information and uploads must be accurate and complete; incomplete or incorrect applications will not be processed.
  2. Academic qualification
    • You must be able to provide your highest-level diploma (for example, high-school diploma for bachelor applicants, bachelor diploma for master, master for PhD) no later than July 31, 2026.
  3. Documents requested in the TaiwanICDF online system
    • Any additional forms and uploads required inside the TaiwanICDF online application system (personal details, study plans, etc.) must be submitted according to the system’s instructions.
  4. Documents required by the partner university/program
    • Separate from the TaiwanICDF form, applicants must submit all documents required by their chosen partner program and university (for example, they may ask for CVs, transcripts, language proof, etc.).
    • These must be submitted before the university’s admission deadline as set out in the “Programs Available for Application in 2026” booklet and on each university’s website.
  5. Documents required by the ROC (Taiwan) Embassy/Representative Office
    • Depending on your country, your local ROC (Taiwan) Embassy/Office may require hard copies or additional documents.
    • Whether physical copies are needed is decided individually by each embassy/office, so applicants must follow the instructions given by that office.

Note: Because the guidebook explicitly says that required documents and formats depend on the online system, the partner university, and the local ROC (Taiwan) office, students should always double-check these three official sources for the exact list and format of documents.

  • Tanzanian applicants should contact the Taiwan Representative Office in the Republic of Somaliland.

Funding

Round-trip airfare

  • TaiwanICDF arranges economy-class flights to and from Taiwan on the most direct route.
  • Baggage allowances and rules (including pets) depend on the airline; applicants are advised to confirm details directly with the airline before departure.

2. Housing

  • All scholarship recipients must live in student dormitories arranged by the host university.

3. Tuition fees

  • Full tuition is covered as charged by the host university.

4. Credit fees

  • Any credit-based tuition/fees required by the university for registered courses are also covered.

5. Insurance

  • In addition to the standard student safety insurance required by Taiwan’s Ministry of Education, each student is covered for accidental and necessary medical expenses for the entire study period.

6. Book costs

  • Required textbooks can be purchased, subject to approval by the program/department. These costs are paid within the scholarship budget.

7. Monthly living allowance

A monthly stipend is provided to help with food and daily living expenses, paid directly into a local bank account:

  • Bachelor’s programs: NT$15,000 per month
  • Master’s programs: NT$18,000 per month
  • PhD programs: NT$20,000 per month

How to Apply

  • Create and complete your TaiwanICDF online application
    • Go to the TaiwanICDF Scholarship Online Application System.
    • Fill out the online form and upload all requested information and documents.
    • You must submit the complete online application between December 1, 2025 and March 15, 2026.
  • Apply to one TaiwanICDF partner program/university
    • You can apply for only one program under the TaiwanICDF Scholarship in a given year.
    • In addition to the scholarship form, you must submit a separate program/university application following their own admission procedures and deadlines.
  • Submit any required documents to the ROC (Taiwan) Embassy/Representative Office
    • After completing the online application, follow the instructions of the ROC (Taiwan) Embassy/Office responsible for your country.
    • They may ask you to submit hard copies or soft copies of your documents. Whether hard copies are required depends on each office.
  • First review (Embassy/Office)
    • The embassy/office conducts an initial review using the TaiwanICDF eligibility and selection criteria, then compiles a list of recommended candidates.
    • They send this list to TaiwanICDF no later than around March 31.
  • Second review (Joint Recruitment Committee)
    • TaiwanICDF and the relevant partner university jointly review the recommended applications.
    • Evaluation is based on both university admission criteria and TaiwanICDF scholarship criteria.
  • Announcement of results
    • After the joint review, TaiwanICDF publishes the official list of scholarship recipients, in principle by June 10 each year.
    • Successful applicants receive an acceptance letter issued by TaiwanICDF, which is usually delivered via the ROC (Taiwan) Embassy/Office.
  • Visa and enrollment
    • Successful candidates use the acceptance letter to apply for the appropriate Resident Visa and, after arrival, an ARC.
    • They must complete enrollment at their partner university for the fall semester; there is no spring intake for this scholarship.

Important Notes

  • One program per year: Applicants may apply for only one TaiwanICDF scholarship program in a given year.
  • No double-funding: You cannot hold a TaiwanICDF scholarship and another Taiwan government-funded scholarship (e.g., MOFA Taiwan Scholarship, MOE grants) at the same time.
  • Previous scholarship holders: If you have ever held a TaiwanICDF, MOFA, or MOE scholarship, you must have graduated before July 31, 2025 to be eligible for the 2026 round.
  • Diploma deadline: You must be able to submit your highest-level diploma by July 31, 2026; otherwise, you should apply in a later year.
  • Reapplication allowed: Unsuccessful applicants in previous years are encouraged to reapply.
  • Recommendation letters: The TaiwanICDF Scholarship itself does not require recommendation letters, but some partner universities/programs may require them, so always check the specific program requirements.
